(1) Instead of Section 26 of the original Act, the following Section 26 is placed:-
“26. Minimum qualification and service period for promotion: (1) To be a candidate for promotion, an employee must have obtained the specified educational qualifications and completed at least three years of service in a position one level below the level to be promoted. But,
(1) An employee who has been established as a senior fifth level or who has served at the fifth level for ten years after the year 2054, may be a candidate for promotion even if he does not have the prescribed educational qualification for the fifth level.
(2) After the commencement of this sub-section, to be a candidate for promotion, one must have worked in remote areas for at least one year or at least two years in remote areas.
(3) An employee who has been appointed to the seventh level after completing the procedure prescribed by the Public Service Commission and has been upgraded to the eighth level before the commencement of this section, if he has worked in a remote area for at least two years at a level below that level, he is considered to have worked in a remote area as a candidate for promotion to the new level. May be.
(2) Notwithstanding anything contained in sub-section (1), an employee may be a potential candidate for promotion in any of the following cases:-
(a) Being unable to serve in remote or remote areas due to lack of rank or rank,
(b) If he has completed at least eight years of service in a post one level below the post to be promoted,
(c) If he has served for at least two years in a post of any level of service in a district outside Kathmandu Valley and has served for five years in a post one level lower than the post to be promoted.”
